It looks very vintage so I think it’s vintage! Topshop had a dress like that too btw, but then in white with black dots and Alexa wore it too. The romper is Isabel Marant, the parka is vintage, her bag is Chanel :)
Topshop has lookalikes in stock atm. The heel is not the same, and that’s what I don’t like about it, but it definitely has the same feeling.

The coat looks a lot like the ones from charles Anastase’s latest collection so it might be that. The dress is house of holland. I have no idea where the scarf is from it could be anything ;).
